Forthcoming: Pacific Northwest Resilient Food Systems Partnership

The Pacific Northwest Resilient Food Systems Partnership, funded by the Local and Regional Healthy Food Financing Partnerships Program (HFFI Partnerships Program), will serve Alaska, Oregon, and Washington. The program will provide credit enhancement and capacity building opportunities to BIPOC-owned food retailers and food enterprises reaching underserved communities and will be administered by nine organizations; Spruce Root CDFI, Micro Enterprise Service of Oregon CDFI, Ecotrust, Northwest Agriculture Business Center, Prosper Portland, King Conservation District, Department of Natural Resources & Parks, Public Health – Seattle and King County, and Multnomah County Racial & Ethnic Approaches to Community Health.

Inactive: California FreshWorks Fund

The California FreshWorks Fund (CAFWF) was a public-private partnership loan fund that spurred economic development and inspired innovation in healthy food retailing by providing loan and grant financing to grocery stores and other eligible healthy food access projects. In its first iteration, CAFWF raised more than $273 million, including leveraged funding from the federal HFFI, and was administered by Capital Impact Partners, a CDFI, and later the Northern California Community Loan Fund.

Forthcoming: Southern California Healthy Food Financing Partnership

Southern California Healthy Food Financing Partnership, funded by the Local and Regional Healthy Food Financing Partnerships Program (HFFI Partnerships Program), will build on the work accomplished by the California FreshWorks Program and be administered by the Los Angeles Food Policy Council and Angel City Advisors. It will provide capacity building and credit enhancement opportunities for food retailers in underserved areas of Southern California.

Colorado

CO

State & Local Programs

Active: Colorado Fresh Food Financing Fund (CO4F)

Seeded with a $7.1 million investment from the Colorado Health Foundation, the Colorado Fresh Food Financing Fund (CO4F) enables food retailers to provide fresh, healthy food in underserved Colorado communities. A public-private partnership fund, CO4F offers financing for grocers that offer affordable and nutritious foods in areas where such goods are scarce. Program partners include the Colorado Housing and Finance Authority (CHFA), Progressive Urban Management Associates (P.U.M.A.), and Colorado Enterprise Fund (CEF).

Active: Community Food Access (CFA) Program

The Community Food Access Program was created “to improve access to and lower prices for healthy foods in low-income and underserved areas of the state by supporting small food retailers.” Administered by the Colorado Department of Agriculture and funded by State and Local Fiscal Recovery Funds, the program offers grants and refundable tax credits for small food retailers and small family farms.

Active: Resilient Food Systems Infrastructure (RFSI) Program

Funded by the USDA and administered by the Colorado Department of Agriculture, the Resilient Food Systems Infrastructure Program provides grants for small and mid-sized producers and processors to support the development of processing infrastructure for fruit, vegetables, grains, legumes, dairy, and other non-meat products.

Forthcoming: Hawai’i Food Systems Financing Partnership

The Hawai’i Food Systems Financing Partnership, funded by the Local and Regional Healthy Food Financing Partnerships Program (HFFI Partnerships Program), is a collaboration between Feed the Hunger Fund, Hawai’i Investment Ready, Hawai’i Good Food Alliance, and the Hawai’i Department of Agriculture. The program will provide capital to strengthen supply chain resilience and increase markets for and access to locally grown foods for underserved communities.
